Comprehensive privacy law with a business-friendly framework. Covers controllers processing data of 100,000+ Utah consumers or 25,000+ with 50%+ revenue from data sale. Grants rights to access, delete, and opt out of sale and targeted advertising. No right to correct data. No data protection assessment requirement. AG enforcement only with 30-day cure period.

SB 322 (2026)SB 322 — Educational Technology Regulatory Sandbox
Establishes a five-year Educational Technology Regulatory Sandbox enabling voluntary pilot programs for AI edtech tools under strict privacy, safety, and human-in-the-loop requirements. Statewide expansion contingent on independent evaluation. AI tutoring tools are the central use-case. Natural entry point for innovative AI instructional, intervention, or analytics tools — in exchange for stronger evaluation and oversight from the state.

Requires disclosure when AI is used in interactions with students and creates an Office of AI Policy to oversee state AI regulation including educational uses. One of the clearest statutory 'you must tell students when they're interacting with AI' requirements in the country. Student-facing AI tools must provide clear, age-appropriate disclosures in UI and in district documentation. Applies to K-12 and state-provided higher-ed services.

HB 218 (2026)HB 218 — Required AI Literacy for Grades 7-8
Establishes a required digital skills course for grades 7-8 that must include AI literacy, cybersecurity, and digital privacy. Cements AI as a core middle-grades competency statewide. Products that help deliver this required AI literacy content or professional development on safe classroom AI use map directly to HB 218.
